Of course the Army Corps "monitors" the beaches they have filled in with sand. But this published scientific paper reviews 46 of these so-called beach monitoring studies and finds that a large majority lack the necessary controls, most drew conclusions without proper evidence, and almost half could not meet standards for publication.
